CO is currently out of compliance on this one. Federal Clarification was offered so all children are eligible on the case when one child is added at a later date.
Current practices just need to be put into rule.
Want it added into rule asap so it can be added to the annual MOU process. Looking to other programs on how they do evaluations
Counties will have to include education as an acceptable option. No contracts will be approved going forward that seek to exclude this.
Will need two additional rules sets, maybe: June 2025 and April 2026
No family is paying over 10% right now. 10.3 Million in ongoing costs to fill that to move from 14% to 7% on parent copays.
Aligning with private pay practices, this is the most expensive mandates. Anticipate it will be one of the last ones to be implemented to maximize planning time. Working with TX, TN, etc. others who are already doing this. To pay based on enrollment for additional age groups will be ongoing cost of $33 M.
Phasing in over 3 federal fiscal year (1/3 increase each year).
IT costs will be the cost for paying in about a week in advance of care provided.
